Because the tail of an animal comes out just above the anus, and is basically an extension of the spine. Getting back to the top of the legs with the tip is literally the hardest and most awkward place to get it to.

The secret to this image is the same as that of most autofellatio drawings, in that it cheats out the anatomy in ways you're least likely to notice. Even in this excellent example it's pretty obvious that the tail has been completely dislocated at the base. So it's a hard drawing to make look "right".

My guess is that most artists don't actually understand what it would anatomically look like for a really flexible person to actually do it, so they sort of derp out something more or less plausible.
