The texture was already there, from the original paper that the artist drew on/scanned in; in such cases the default background color is never pure white. I used a clone tool to scrub out the extra lines while maintaining that texture, and then a "tint to selected color" brush that comes with my ancient copy of Paint Shop Pro. Also added a semi-transparent layer of shadowing.
