Looks like it is Kyouko using her ability to manipulate echos for mind control purposes my making a command echo in Byakuren's mind.

Purely guessing from looking at this and knowing the characters

Added basic translation. It's probably a little off - would help if I knew the characters and their backgrounds, but fixing it should be easy if someone has a better translation.
