She's the one talking. She's still standing basically where she was in the previous image, but out of view from the left side shot and behind the right side.. If you like, you can imagine that the right hand hand side is from her POV.

The rule was no touching, and Erika was very careful to ensure that she didn't touch Maylene even indirectly as she let let go of the reef before it touched Maylene's shoulders.

Isn't what Maylene & Korrina are wearing called a corset?

eh... fair, I guess... but they really should close that loophole...

And they're called leotards, I believe. Corsets end at the waist, are more structurally robust (or at least made to appear that way) and were originally designed to force the wearer's body into a certain shape (although modern versions often do away with that function while trying to maintain the aesthetic... because the classic versions hurt).
