It's better to look up the Dolls directly.

They are Bison's assassins and elite soldiers in general. Kidnapped, brainwashed, enhanced by tech implants and Psycho Power in equal measure. Basically turning them into living robots; 'Dolls'. It used to be they could not live without Bison's Psycho Power in existence, but that's been walked back since Street Fighter Alpha 3. They also show quite a bit more individuality and personality than the examples we were given in Alpha 3, Juli and Juni.

They are not all viable receptacles for Bison. That's Cammy-and now Decapre-specific, thanks to the nature of both as clones of Bison.

Theres also the chip on her forehead. Bison used it to control Chun-li and Ryu in one of the animes
