Ahem, now that my justly deserved probation is over, allow me to properly answer this.

That. is Irisveil von Ezenburn wearing a mystic code called "The Dress of Heaven" which only Eznburn Homonculus of the Justeaze Lizrich von Einzbern (this being the person who sacrificed themselves to create the Holy Grail in the first place and still exists as a spirit inside the greater grail) model can use. The ones known in the series being Irisveil and her half human daughter Ilyiasveil. Basically what it is on a laymen's explanation is the crystallization of Heaven's Feel and the physical manifestation of the Greater Grail in humanoid form. When wearing that dress the wearer becomes able to use the Third True Magic at will. At the cost of losing their humanity.

In Fate/Stay Night, one of Ilyiaveil's maids was actually the human form of this dress, only transforming into it when the Heaven's Feel ritual was finally completed properly.
