Reading the actual hentai it looks like in whatever setting this is in, reading hentai turns people into sex craved maniacs.

It's pretty funny. For anyone who doesn't get it, it's satire of the idea that anime and manga (especially hentai) leads to "anti-social behavior" (e.g. rape, assault, murder). The comparison to a chick tract is apt, although while chick tracts are drawn with insane earnestness, whoever made this is exaggerating the claims of these "moral police" to make fun of them.
