His pendulum also work as a weapon. After failed pirate career he ended up joining the Navy after he got infatuated with the hot admiral Hina.

I'm really rusty on my OP lore, but doesn't Nico Robin or Boa Hancock have a special ability/attack that charms men and makes them go ga-ga for 'em?

Boa Hancock has a Devil Fruit ability that turns people to stone if they're sexually attracted to her, and does nothing if they aren't.* The fact that she's so ridiculously beautiful that everyone except one person is sexually attracted to her is not magical in any way; she's just naturally that hot.
*she seems to be able to overcome this particular limitation by physically touching the target, given that she can partially petrify robots by kicking them.

Ms Goldenweek is actually a very OP character. Maybe that's why during the fight she actually withdraw from the fight when Mr. 3 start fighting Luffy. Her only enemy is rain or large amount of water to wash away her paintings. Maybe I should post several pages with Ms Goldenweek as well.
Btw regarding Lafitte, there's a speculation that he ate the owl devil fruit due to his silent sneaking (while wearing a freakin tap dancing shoes!) have wings and hypnotic eyes like owl.
