Obviously the introduction of the new boyfriend altered the timeline such that Yang never lost her arm.
Or the artists just liked Ruby's Volume 4 outfit better than her first one.

Now I watched RWBY only season 1 and 2. //but I never watched other yet.
I think this Ruby’s outfit is cool and don’t know there’s some change about Yang in next season
