He does that because it's not against the rules and he's trying to make a point that his powers can be useful if he's smart and unconventional about using them even if the nature of the game is stacked against him. If he let people join him willingly he'd have to spill the beans about what he can do and how it works (otherwise everyone would avoid him like Deku seeing him as dead weight), and explaining how his powers work would be a devastating blow to his chances of getting far enough into the tournament to make a point. So he brainwashed them to make it harder for him to be figured out.

Think of it this way, it was the only way anyone WOULD join his team. I mean have you looked at shinsou? He looks like that one wierd kid at the back of the class, and his decidedly EXTREME SUPER VILLAIN power only adds to that in a world/school that values and looks up to the standard cape powersets. A fact that he is reminded of constantly by literally everyone saying things like "i hope he doesnt use it on me" or "just promise not to use it on me shinsou"
Or you know, he just wasnt developed enough yet by the author
