I'm almost 99% positive this is not Pokemon, but is VERY likely, Mine Yoshizaki's artstyle and therefore, possibly either Sgt. Frog or one of his other series.
EDIT: I was right. This girl's name is "Melody Honey" and she's appeared in multiple series. "Sgt. Frog", or "Seven of Seven", or "Arcade Gamer Fubuki", take your pick.
I'd go with Sgt Frog as it's Yoshizaki's most notable work and she might have had the bigger role there, but honestly I think she's a cameo at best in whatever of the three series she's been in.
