If English isn't a person's primary language, then they should ask someone who is a native speaker to proofread.
If primary language isn't the issue, then another sweep of proofreading should be.
I'm not trying to be an asshole here. I just see a lot of inconsistency in mistakes. Some mistakes are made only once. Other mistakes are made often, but sometimes are not present.
