Eh, there are ways to nerf it. Make it a legendary potion, make it so that it takes 2 different saving throws to pull off (one for physical transformation, the other for mental transformation), and make it so that it's easier to pass saod saving throws, or perhaps put the saving throws to some sort of calculatable value. Or, you could turn it into a spell, and make it a 9th level druid spell, or something similar.
