It was the Sims 3 and you have to buy the Hypnotizer object from the microtransaction store. Could also make sims wet themselves or fall in love with the hypnotist.
I recall the Lego Incredibles game having it. The Screenslaver during the boss fight with them can make characters act like a chicken while controlling them.
I also recall it being an animation used during mind control effects in other Lego games. Some of them being while the player uses mind control.
