It's not Cagalli, it's Ange from Cross Ange. I'm 100% certain of it. Cagalli and Ange's harstyles are a bit different, and I think Cagalli's hair is a slightly different shade of blonde (and Cagalli's hair is a little bit longer than Ange's), and their faces are also noticeably different if you look at them side-by-side.

I'm enough of a Gundam SEED fan that I can recognize Cagalli very easily (since she's my favorite heroine from SEED).

This image is clearly based on Super Robot Wars 30 since Az (the girl with blue hair on the bottom left, who is the female protagonist), C.C., and Kallen from Code Geass, and two of the Rayearth girls (Hikaru & Umi) are all there, as well as Super Robot Wars V which is where Ange appears (and while SEED Destiny has representation in SRW V, Cagalli isn't one of the SEED Destiny representatives and doesn't appear in SRW V at all if I'm remembering right, only Kira, Athrun, & Shinn appear in SRW V).

Yeah, I figured it was a mistag. You know, Kallen and Akiza from Yu-Gi-Oh 5Ds could easily swap clothes and be near identical

Well aside from Akiza who has longer and that weird hair ornament but I will concede there is a definitive resemblance.
