If I were to do a wild guess, I think the intent is that Sharkry
is teasing Commander, but only in a "oh, is Commander getting blushed just seeing me in my swimsuit," and is completely unaware that she is about to undress herself

I think a little thought bubble would help here, explain it form her POV
