I blame good game design for that misconception. DND needs an entire class of enemies that can't be controlled by mental powers, which essentially otk an opponent. Although technically they are undead, necromancy can compel them to obey you. They are also a traditionally dom monster, like demons. Don't see many mind controlled demons because it is assumed that power flows from them. Damn shame too, that level of experience and depravity would make for a fun sub.

If you're persistent though, absolutely no logical reason why you couldn't warp the perceptions of the consciousness inhabiting the vampire - establishing mental control. Depends on the setting though.

The practicality of attempting to control something with varying levels of supernatural powers is another question entirely.

I used to dom vampires all the time in Elder Scrolls 4: Oblivion with command spells. They sure didn't like it, judging by the looks on their faces, but I wasn't overly concerned with their approval ^^
