Rule 63 only applies to characters being a different gender from their CANON gender. Rinkah is female in Fire Emblem, so rule 63 doesn't apply, just transgender.

In addition, our actual Rule 63 tag (that is, characters drawn as the opposite sex) is "genderswap".
