Yup, Emerald's power is basically the ability to control the perception of others. If you've ever seen Bleach it's nearly identical to Aizen's power, which is actually called "Complete Hypnosis"

Except, her glitches out and is hard to control when used on multiple people... unlike Aizen's mess of a zanpakuto.
