I have seen it hit once, no one seems to believe me though. It was during a floor boss fight, even though it hit and was super useful I was still pissed she used it :)

Marin Karin in P4 (aka "confused") was super useful for cleaning out strong regular creeps, 30%-40% chance of success is big if you cast it on a group of five and made hard fights against 2-3 bigger shadows a cakewalk if it worked on two or even only one of them (doing absolutely nothing for two turns and half the time even attacking the other shadows for you).
Haven't used it much in P5, but I just finished the second dungeon and conserving MP just for the most basic elemental spells for one-more-ing is still too important. The boosted version of Charm on Succubus definitely was working as intended though.
Also yay for more P3 stuff, bonus points for Yukari + Mitsuru yuri fun :3!
