Emerald has the power to control the sensory perception of other people. She uses it in the show to make Yang see Mercury trying to attack her, and to make a Paramedic see Mercury's robotic leg as a broken organic leg.

In this she's using her power to make Weiss see her as Ruby.

Oh, right. Emerald makes specific hallucinations. Forgot she could do that, what with her doing f*** all in Volume 4.

Wait a second... Weiss is missing her scar over her left eye! That's why I thought she was Winter at first.
