Considering that's definitely Tifa, I want to assume that they're both FF7 characters. I honestly think it does look like Fuu though.

That's not Aerith. That's Fuu from Samurai Champloo. For one, she doesn't have correct hairstyle (a long braided ponytail tied with a pink ribbon). Second, the hair accessory looks just like the pins Fuu uses to hold up her hair. And third, her hair is too light to be Aerith's. Aerith's hair is a much darker shade of brown. She also is wearing what looks more like a japanese kimono/yukata, while Aerith wears clothing more in line with western fashion, such as a blouse, a skirt, etc.
