Because main villain/final boss of that game is also named Rudy. And he also appears in Dr. Mario 64. Mario's entire franchise is weird at times.

believe it or not I gave Rudy her name because one night some buds and I were doing the RUUUUUUUDYYYYY voice Bill Cosby does. I got drunk, thought it'd be funny to name her that, and it's stuck with her now
