She usually controls men, but no, she can and has controlled men before. Hell, a recent comic had her using a power boost to mentally seduce everyone in the world except Batman and Catwoman.

That's probably worth posting, now that I think about it.

They canonically do. In fact, Harley Quinn is specifically noted to have an immunity to them only because Ivy gave her an antidote. This also allows Harley to use Ivy's lipstick to charm people herself. (Presumably in this picture Ivy counteracted said immunity.)

I guess i just never seen it happen in any of the tv shows.
