While it is true that there are many characters that, as such, do not use cards but rather powers or magic, in this scenario, you can only use cards.

In addition to the card you choose, you can also describe the scenario in which you would use it and with whom you would use it.

It's tough to tell. Several cards features direct control in term of gameplay like change of heart, mind control, or brain control.

Some were used to control people without gameplay element (lorewise like rank up magic barian's force, or the parasite from arc V)

Some were used to alte rminds without controlling them. In ygo sevens, monster reborn can erase memories.

and some can be used just because they'd be cool if used for mind control

I think the biggest potential is Yubel, who has a whole season in GX where has people possessed or become zombie-controlled, another little-known option is Hypno Sister which in the cards has a lore where she controls another monster.

I'm going with Mind Pollutant.

Before using it, I choose a monster in my hand to discard. Elements of that monster's mind are introduced into the target's thoughts. In addition to falling under my control, the target believes that they are that monster (or at least a humanoid version of it) and behaves as such.

Mind Wipe

You can use the card in your favor to make the opponent believe what you want similar to Tsukishima's ability from Bleach but to activate it the opponent has to have 3 cards or less in his hand. The good thing is that since it is a quick play spell you can use its effect when you see it convenient.
