Its strongly implied that at least some portion of Talon masquerades as legitimate law abiding citizens (as evidenced by Antonio Bartalotti's remarks shortly before his death). I would imagine that their front companies might use internships as a means of gathering new talent, just like any other organization might.

Well, given that the typical internship is a potentially illegal¹ way of getting unpaid labour....
1: It depends on jurisdiction, where I live they have pretty much been outlawed unless directly linked to an accredited postsecondary program.
