Fun fct for those unaware: Command spells are "absolute orders" yes. but they are also resistable. if the command is so utterly anti-thetical to a servant they can and will defy it. And those that don't resist the order, are still completely free to still act with full cognizance in other matters.
So, while this picture has Ritsuka forcing Martha into this fanservicey outfit. the fact she is co outraged she is shaking, she can and probably will beat the shit out of him since he probably didn't think to add that into his command.
A less fun fact: The Chaldea Command Spells aren't actually fully-functional. They miss the actual "force someone to do something" part and are really only useful as powerups. Porn has been lying to us all along...

I assume the reason is because the spells need to be able to function on provisional contracted servants (friend lists) and Non-contracted Servants/living Heroes, so they're not as absolute. Ot it's because Ritsuka is a terrible mage.

The thing about Command Spells is that you only get the single 3-pack of them. Even if you summon a hundred Servants you won't get refills with normal Command Spells.
What Chaldea uses is basically just clumps of magic vaguely shaped into the system of a Command Spell which allows them to just recharge as many times as needed.
So really just a Quality vs Quantity issue.

Oh good we're bringing that bit up on Command Spells. Yeah gonna admit that always kind of irked me in Fate hentai, especially since we were explicitly shown and told how shit a command seal used for "Do what I say" was with Emiya archer.
Yeah, as a "Mind Control" tool, a Command spell is a very, very poor choice unless you managed to explain that the master managed to rattle off an entire treatise about exactly what the spell will do and it'd more then likely cost more then one command spell, and there's a very real chance that you might use all three, which is bad.
