I'd argue it has something to do with the amount of it. I have nothing against people having armpit hair or body hair in general, I'd also argue that the whole anti-hair trend/pressure to shave has become pretty ridiculous in some cases and the fact that the whole movement can actually be traced it back to porn from the 80s and 90s (and most likely well placed adds by the cosmetics industry in magazines like the Playboy) makes the whole thing even more hilarious. Hair in armpits and especially the intimate parts is natural and serves a purpose as it prevents certain health hazards (especially skin irritation).
But there is also a "too much", you gotta keep it trimmed. Once in a while you have to decimate it so it doesn't turn into a jungle, just like you have to go to the haircutter from time to time to keep the hair on your head in order.
This pic is pretty extreme as far as armpit hair goes, I'd argue that it's the result of either the artist or the commissioner having a fetish for it. The social pressure to shave EVERYTHING off basically created a niche fetish with over the top hairiness in the last years, just like the whole intimate part shaving was a niche in the 80s and 90s.
