Actually, what does the stat cap at? And does the bar change with the debuffs? I would assume so if it's listed below HP like a Mana or Stamina stat. If max willpower is, say, 50, Errol seems to have something like 8 remaining even after 6 procs of Sap Will for -2 each. 20/50 doesn't seem that bad, especially if an "Archmage of Enchantment" only has 50. But if there's an insane power creep and Clayton has, like, 500 Willpower, Sap Will inflicting only -2 Will seems like a MASSIVE waste of an attunement slot. Like, how long would it take to actually drain willpower with that spell? A few minutes of sustained contact in active, laggy PvP?
Tl;dr, if -2 will is a lot, and the bar doesn't update, it's overkill to drain that much, if -2 will is a lot and the bar does update, then his base willpower isn't trash at all since it only looks so low after a ton of debuffs, and if -2 will is negligible, it seems like a really slow acting and ineffective spell.
I guess the only explanation is that Charm only succeeds if Willpower is low enough to fail a resistance check, but it seems like a trash tier spell if it doesn't also do flat willpower damage. Otherwise you'd just never be able to Charm any decent mage with enough remaining Willpower. So I guess this game just has a really broken magic system that allows mages to bully the hell out of any low willpower builds. If -2 Will is a slow rate, then the spell only exists as a means of abusing enthralled or paralyzed players, which seems like it would promote camping, making massive lobbies of enthralled units to gank players online, and just using bot accounts as mana backpacks. If -2 Will is a fast rate, either Clayton's magic isn't much higher than Eroll's, or he's just being an asshole and stealing 12 will from someone with, like, 8.
Anyways, this is pretty hot. Please discuss.

It could also be that the Willpower bar is what represents someone’s willpower and their stat refers to the number of points of a quantifiable resource that must be drained in order to reduce their willpower to 0. Charm quickly drains at a constant rate and even with mental training, the average fighter could perhaps noticeably struggle with a mere fraction of their bar missing. If true, Errol’s bar instantly depleting and going into full submission could have been rather shocking for Clayton.
