I initially the star on Haigure Mao’s cheek was an anarchy symbol. I suppose if the world is all Haigure’d, it’s a form of anarchy?
I'd say haigure is more authoritarian than anarchy. There is an order to the haigure humans with a proper power hierarchy instead of just pure all out chaos with no rules. Though I can totally see it being used as a form of anarchy on its own with it conflicting against modest and conservative values
