We sure it's Ishtar and not Rin? I mean it's kinda both, right?
Technically speaking? Yes.
Ishtar is technically a "Pseudo-Servant" since true deities normally cannot be summoned as Servants due to their massive levels of power, so they require a living human "vessel" to manifest in a physical form (Rin, in Ishtar & Ereshkigal's case)....though in that regard it could feasibly also count as "Possession" since the host human's personality & consciousness is largely suppressed (though it can still influence them, such as with Rin's kinder nature reining in Ishtar's more capricious and cruel impulses and accentuating Ishtar's more benevolent aspects).
