Haha, not at all. It's Harley Quinn stealing the world's superheroines and turning them into her own harem of loyal, lesbian sex slaves. It's known as Harley's Heroine Heist, original source is a Round Robin storythread on a site called superstories.net, it's also on adult-fanfiction too. I've just put in a lil' bit more effort into supporting it than is probably healthy.
P.S. I don't think anyone knows what Waldo really was. Heck, I knew him under his alias, Wally.

Ah, right. Even before the beginning of the story, Harley's first catch is Zatanna hypnohub.net/post/show/7862 . So, the short version is... Magic! To briefly explain, one of the motifs of the corrupted designs is the collars the enslaved ladies wear. On the others these are irremovable, but since Oracle will now act as a mole against Batman her collar is removable. Thus, to add plausible deniability (and just another reason to want to wear her slave collar) when Oracle doesn't wear it she is paralyzed as before, but when she does Zatanna's magic restores her lower body completely.

Even with solddate's explanation, I just can't get past the crippled bit. More then that though, I just keep reliving the panel of the Joker shooting her.

It was a defining moment in both characters' histories. The Joker without a second thought permanently (reboots aside) injuring a character we all know and love just as part of proving a point. Not because she was Batgirl, nor because she had done something to irk him, but simply because she was her father's daughter. The fact he didn't kill her almost makes it more unnerving since it shows that his only motivation was to put on a truly mind breaking performance for Jim. And, of course, I've always respected Barbara's character for never backing down in the face of such evil and never letting her paralysis stop her from fighting back against Gotham's criminals. In fact, if I'm not mistaken, her first concern shown when talking to Batman after the attack is for her father and not herself. A simple, but obvious display of who she is; a hero.
