Scooby Doo is under the DC universe rules system since shares a universe with them pretty often in my mind. So every new work as with all the DC films and Cartoons is another earth/Dimension. :3
it was one of DC rules back in the day (no idea if they ever reconned that) that every comic would be just slightly different earth, that way they didn't have to maintain all the plots of each comic writer's works if they forgot something. It was a creative way to be lazy and opened up a lot of interesting story plots... that we only see when they need more silliness for sales.
So with that in mind, I'm sure there's an earth where group never really got away from any of those hypnotists in the series X3
