The elf (pre-bimbofication) is clearly female, she just doesn't have that large of a chest. The Dranei is clearly female, too. No signs of futa, no signs of crossdressing, no signs of malesub or sissification or anything like that.
I'm gonna remove some inappropriate tags now.

The brown/blonde is a femboy though, I realize it might be hard to spot but the source checks out and everything so I'm fixing the tags.

It's a bit weird to say that one is a femboy (not that I'm arguing against the creator, just commenting) since draenei have pretty obvious sexual dimorphism. The males are like twice as big across the shoulders, have head plates instead of horns, have tendrils on their chins rather than up by their ears, have big thick tails instead of slim droopy ones...
It's not hard to spot, simply because it's not visible in the pic; there's no indication that it's a femboy at all. In addition, if the pre-bimbo brown-haired Draenei was intended to be a femboy, there'd be obvious contextual cues so that others wouldn't be confused, like the ones Viperhawk mentioned.
Unless you can provide proof that the artist/commissioner intended to make what clearly looks like a female Draenei a femboy, I will contest your assertions and remove the tags at this time.
