I was trying to think of some good dialogue, but you know what? F it for now! I'll get myself to write something soon.

I know the species is supposed to be genderless but the face of this one seems very masculine
I've always seen it that looking 'masculine' means that something doesn't look 'feminine' enough to be female. Like how darkness is the absence of light, masculinity is the absence of femininity.
Plus, throw in how all the Hanar sound male and how the lighting makes this one particularly lecherous of a feminine form, I think that observation is fair.

A young upstart Hanar bids for a law change.
Sounds like Blasto: The first Hanar Spectre!

Yeah that's what I thought when I first played Mass Effect 2.

Hmm not really, in that specific case, the hairstyle and chin marking make it seems like facial hairs and "corn rows" hairstyle which would fit the "gangsta" kind of look this character has in game. Moreover, too me, there are physica traits more presents in man than woman and vice versa, so it doesn't really work for me the way you describe it (eg a burly man with a feminine slender face for example)
