is this the first part to something, because I'm not sure what the hypnosis is in this.
In context, legend aside amulet causes delayed reaction in onlookers, further delayed if wearer does teasing and/or lewd acts, thus creating openings for someone willing to use it - as well as featuring tiny compulsion to do so, so that wearers use it better. Lastly, targets of such acts are more easily affected by wearer later on, even if wearer doesn't wear amulet.
Lilim is one of classic names associated with succubi-type demons. One assisted in making of said amulet. As you can imagine, such effect is really handy when you want to initiate encounter against prejudiced targets.

As well as fact that otherwise fully professional thief decided to test untested thing instead of simply running away since the other two can't *fly* - especially since she probably doesn't know what Harmony, an Gardevoir, can do.

The reader can't go by what Rouge could have done; they can only go off of what the writer chose to make her do.
Also, going by the lack of hypno-specific tags, I don't think anyone else is reading it as hypnosis either.
This isn't to rag on the quality of the art. Its just that, on its own merits, without BTS commentary, this page isn't doing what you say its doing, which is a problem when the hypnosis isn't readily apparent on a hypnosis specific art site.

Okay. Problem is, looking at this comic on it's own, it's hard to tell how much of this involves hypnosis, and how much of it involves [[tvtropes.org/pmwiki/pmwiki.php/Main/PostKissCatatonia|Post Kiss Catatonia]] from Rogue surprise frenching them...
Would help if we saw Rogue come back for them...
