If I may reach into my bag of religious quotes to describe a fusion of cute art style, hypnofetish, and best girl from the best One Piece arc (it's entirely because of Croc, I confess), it'd go something like this:

Look, I'm a pre-skip fag, alright? When the writing quality stays as consistent as it does in One Piece, you have to look at other factors. Deserts are cool, it was the first major saga in One Piece so it was the first time Oda was able to wow us with such an experience even AFTER Arlong Park and Drum Island proved the series's emotional chops, and I never felt a sense of scope and urgency and adventure quite like it in the rest of the series. Plus, Croc is such an effective villain WITH REAL STAGE PRESENCE AND FUN BEHIND HIM HOW DO PEOPLE NOT KNOW TO DO THAT WITH VILLAINS OH MY GOD but I digress; he steals every scene like he stole Alabasta. The multi-climax is one of the best, the setpieces genius, the final bout easily my favorite bout in all of One Piece. "If this were Vivi's country, she'd be laughing a whole lot more right now!" still makes me cry every time I read it. Even if it's not your favorite, its significance in truly turning One Piece into what it became for the rest of its run leaves it undeniably the only true contender for One Piece's most significant (from a meta standpoint) arc, dare I say its magnum opus.

I'm about to get killed for this, but I never liked Lucci. He felt like he had ZERO personality, swagger, charm, or stage presence of his own. And coming off of GODDAMN Slim Shady himself Kami Eneru, that felt like a cardinal sin.

Well... Lucci didn't follow Eneru. You don't even remember who followed Eneru, NO-ONE does.^^
In any case, Lucci wasn't the main villain of Enies Lobby. He was the main obstacle. Luffy knew he had to beat him specifically to protect his nakama and put all his heart and soul into winning. To Lucci, it was just another job, cold and calculating sadism. That is until he began to realise he couldn't keep Luffy down and finally became frustrated. That moment of frustration and then fear at the end was all I needed from him.
It was Spandam that was the main villain who needed humbling and all of Franky, Luffy and Robin got their turn. It was glorious.

Y'all are correct. Except for the Foxy Arc thing, but that was the ultimate shitpost answer to the question of "favorite One Piece arc", so you get a pass.
Let's just leave it at "a hypnotized Vivi in the dancer outfit, in 70poundsnake's art style, is absolutely perfect." Agreed?
