Azula thought after taking Ba Sign Se the Dai Lee would serve her.
She never thought they might just turn her into the perfect puppet ruler. what's left of her brilliant mind is capable of dealing with civic matters, but now she's just Joo Dee, the cheerful princess of the Earth Kingdom. She only wishes to serve her people and never leave the earth palace again... until the Dai Lee wish her to infiltrate the Fire Nation...

Joo Dee was happy to serve the Dai Li by relinquishing all she knew about the fire lord's plans, his armies, his weaknesses. With that said, she was told to return to the Fire Nation with a special mission. When the time was right, the Fire Lord perished in an accident and Joo Dee found herself on the throne. Thus the reign of the 'Puppet Princess' began. The Dai Li eagerly accepted her gracious terms of surrender, taking the Fire Nation as a protectorate of the Earth Kingdom.
