No, from what I can tell the mayor hypnotized the town to believe it's illegal and inappropriate for women to wear any clothes other than underwear.

These are the Kalos/Generation 6 designs they used in the anime (Nurse Joy has a Wigglytuff of all things) so ya I guess they do look a bit younger just never thought about it lol
