It's a classic and is good™ but it's main design decisions are pretty polarizing. Also, it's a series, not a single game, so things vary.
You'd have to look into it yourself.

I would say my favorite 3 and some of the best are Xcom Enemy Unknown, Xcom Enemy Within, and Xcom 2 with or without all the DLC

Define 'on the level'.
They're very different. Disgaea has insane scaling and character arcs and humor, as well as puzzle levels. It's a tactics game focused around humor.
XCOM has very little character continuity, since almost anyone could suffer permanent death at any time, and it's a strategic game as well as a tactical one. There's no grinding, and prioritizing resource utilization outside the tactical sphere is key.
From a gameplay level, I'd personally put XCOM: Enemy Within over Disgaea. It's good. But that's like saying I like oranges over apples. Sure, they're both fruit, but they're not exactly playing the same game, are they?
