Bibli is doubting about being a servant of Noir and also is considering to be a friend of the cures so Noir brainwashes her to retain control and orders her to destroy the cures.
There's another scene in these episodes where Bibli discovers that Noir tricked her to become his servant so Noir uses the power of Ill to mind control Bibli and turn her in a gigantic doll.
