I think if Team rocket was smart they'd have some kind of failsafe to keep Mewtwo under their control if she ever tried to escape. For example a mind control visor... that's more powerful than a super powerful psychic type.

Painted with watercolour pens, cleaned up in Photoshop as best I could.
