Well... Illya might technically be an adult timelinewise, if Prisma Illya takes place at the same time as f/sn (assuming Illya was born at the same time), though she definitely does not have the mental age of an adult in Prisma Illya.
Kuro would presumably have the same technical age as Illya, though she at least seems older mentally and more mature than Illya (or maybe she's just more brazen and crass). And then Miyu... well, I only vaguely know Miyu's backstory, so she might also be technically not a child, but again... *mentally*.
