This image is actually a page from a doujin called "Super Cheat Mission," which is roughly 45 pages long. The MC gets an old fax machine which prints out "missions" for him to complete, which he tries to because they feel almost like a threat. Also he likes sex, so that too. To complete the "missions," people are mind controlled for him as well as him having the power himself. The fax machine actually has a whole profile in the extra pages of the doujin. How interesting.
