I've read Chainsawman, which is a great manga that actually features mind control as a central plot point, and in the manga the girl with her eye poking out can only say "Halloween" and she can scramble people's brains by sharing with them the knowledge of everything in the cosmos (Which is were she gets her name, Cosmo). Leaving them only able to say "Halloween"
That's the only reason I added any translation, cause I'm like 99% sure this is what she's saying here
