what I think happened is that saga, fed up with no one being able to kill the bronze ones. the same after destroying his good self.
he killed the bronze ones and brought athena to the sanctuary.
knowing that it would be easier for him to control the sanctuary and the world with his powers. use his imperial satan to dominate saori and thus have a goddess exclave to help him rule the world and entertain him incidentally.
