I'm curious, how does one make a font have a (white) colour in the edges like here (Using GIMP)?

If anything, it should be drugs, because of the syringe at the bottom of the pic.

I was trying to draw focus to the glowing pink light with the ripples coming out of it. I know there are drugs in the picture but I'm not partial to drug control most of the time. Still retag if you must
