I was hoping it'd be a fakeout but unless Lucy doesn't recognize her best spirit friend, then it'll be confirmed. Though seeing as how she's a snake too(note the slitted eyes), that seems unlikely

Lucy absolutely recognizes her, which is why she looks concerned. Both Wendy and Lucy seem completely aware of who they are, who their friends were, and that they've been only just been transformed into villainous yokai, and both are happy with it. Wendy says "Starting today I'm a Bakeneko~!" and threatens to kill Gray. Lucy boasts about how being a Nure-onna gives her an advantage on Natsu, and that she's going to eat him.

That's one of my fave types of MC/Corruption, where they're aware of it, but the corruption makes them happy to have been changed.
