The idea for the sketch was that Twilight Sparkle attempted to cast a spell on Kaa, it got turned around on her, and she wound up entranced by him but believing she was winning. So, in short, yes.

What the fuck is up with Hypnosis and KAA!!!!! For pete sake, there should be no reason, for this STUPID SNAKE, to be in literally EVERY SINGLE THING involving hypnosis porn!!! He's like the worst snake ever!!! And it embarrasses me to even think about Him Hypnotizing every person/pony in Earth, or Equestria, He's a snake, who somehow has the ability of speech, and Somehow the superpower of Hypnosis, and to make it worse, HE LOOKS SO STUPID!!! Can they at least, make him look like a COBRA with Actual Slit eyes, And make his skin, silver, or something?!?!

You know, you could have just edited your first post to include the other two. The consecutive posting is a little like spamming. I wouldn't do carelessly if I were you.

On another note, I agree with you about the Kaa thing. He's one of the tons of fetishes sparked by the Disney franchise. I think that's why so many people have a soft spot for him. I actually, admittedly, respect them a great deal for creating such fetishes (even if it wasn't their intent) but I began to find Kaa overused. He's popular but not all that inspiring which is why people tend to repeat the same scenarios when using him.

I sort of wish another franchise would come out and make a hypnotic serpent of their own but then I fear that if that particular serpent does take off, they'll always be viewed as a knock off. I had my own ideas but I'm the type who's insecure about sharing "creativity".
