A regular interpretation is that the tags have spells on them. You might think of them as the magic version of control chips or such. In old myths golems work on a similar principle, with their orders or such written on a paper piece stored inside them.

Also I'm pretty sure the point of this pic is Sakuya getting bitten turned her into a Jiangshi herself. She is a human in Touhou.

Uhh... the characters on these tags (from just casually poking around) are 束力命陏身 , with only the first 3 appearing on the breast tags. Google translate says the first three mean "Bound Life-Force" and the last two as "Body" but only recognizes them all together as some Chinese phrase which I have no idea what it means, so just hazarding a guess, the head tag is "Life-Force Bound to this Body" as in reanimated body, and the two breast tags is "Bound Life-Force".

That is correct, the talisman on the face thing is based on Jiangshi, which are chinese zombies. Also Sakuya is a vampire so she's undead anyway

Nope, she's human. It's the reason why she was playable in Touhou 18 I'm pretty sure. (Besides, Vampires in Touhou lore combust when in sunlight, Remilia implies this in the ending to 6, yet Sakuya has been in daylight and she's fine.)
